Speaker Bio

James O'Reilly, a practicing Senior Counsel with extensive experience in judicial review litigation. He is a co-author with Anthony M. Collins SC of Civil Proceedings in the State, 2nd edition (2004). His practical experience extends to a wide variety of public law litigation which now includes the European Convention on Human Rights.


Practical Advice on Criminal Judicial Review by Anthony Collins, SC

This Paper consists of practical advice to counsel and solicitors in the preparation and prosecution of judicial review applications arising out of criminal proceedings. The issues are approached from the perspective of the applicant's advisers: the Director of Public Prosecutions and, on the rare occasions on which they are represented, judges, are advised by persons who have considerable experience in the field.

Speaker Bio

Anthony M. Collins is a Senior Counsel in practice at the Bar of Ireland, specialising in Administrative and European Union law. Having qualified from Trinity College Dublin and the Kings' Inns, he was called to the Bar in 1986, where he practiced until 1990. Between 1990 and 1997 he was référendaire at the Court of Justice of the European Communities to Chief Justice Thomas F. O'Higgins and Chief Justice John L. Murray. In 1997 he returned to Dublin to practice at the Bar of Ireland. He regularly pleads before the Superior Courts in Ireland and the European Courts in Luxembourg. Between 1997 and 2000 he was Director of the Irish Centre for European Law, and continues to be a member of its Board of Directors. Between 1992 and 2003 he was co-editor of the Irish Journal of European Law. He is currently the representative of the Bar of Ireland to the Permanent Delegation of the CCBE to the Community Courts. Amongst his publications are two books he has co-authored on EC State Aid Law & Policy and Civil Proceedings and the State in Ireland.
